Given this unprecedented time in the history of policing – with police agencies closing precincts, merging with other departments, and even shutting down and firing sworn personnel – a needs assessment is required to determine and exchange information about specific types of community crime and disorder problems, their causes and effects, and the resources available to combat them. The needs assessment provides the foundation for a community's entire COPPS effort, and should be completed at the earliest possible time for several reasons:

• To list in order of priority and clarify the existing crime and drug problems
• To provide a view of resident perceptions about the crime and drug problems, and to provide an excellent means of involving the community in problem identification
• To provide information to the public about problems
• To provide initial direction for developing a work plan, and to assist in setting program goals, strategies, and objectives
• To provide baseline data for evaluation
