Transactional leadership focuses on clarifying employees' roles and task requirements and providing rewards and punishments contingent on performance. It also encompasses setting goals and monitoring progress.

A transformational leader is a visionary who challenges people to perform above and beyond what's expected of them; to pursue organizational goals over self-interest. These leaders transform others. They engender trust, seek to develop leadership in others, exhibit self-sacrifice, and serve as moral agents, focusing themselves and their followers on objectives that transcend the more immediate needs of the work group.

Whereas transactional leaders try to get people to do ordinary things, transformational leaders encourage people to do exceptional things that can produce significant organizational change and results. While transactional leaders are dispassionate, transformational leaders excite passion, inspiring and empowering people to look beyond their own interests to the interests of the organization. The best leaders are both transactional and transformational. Transactional leadership is a prerequisite to transformational leadership.
