AFDC had negative effects on family structure as women could not receive benefits if there was an able-bodied man in the house. This made it harder for women to work as they had no child care available in the home. Created fatherless homes. Some argued that “generous” benefits encourage people to stay on welfare. Others argued monthly stipends were not enough.
