The technical definition of collaboration is that it is "a style for direct interaction between at least two co-equal parties voluntarily engaged in shared decision making as they work toward a common goal" (Friend & Cook, 2013). Collaboration is voluntary; it is based on parity; it requires a mutual goal; it involves shared responsibility for key decisions; if includes shared accountability for outcomes; it requires sharing resources; and, it is emergent. Although collaboration in the field of special education has existed informally almost since its inception, more than ever before, it is a direct or implied expectation in services for students with disabilities or other special needs. In addition, collaboration is essential even prior to the determination of the need for and delivery of special education services: It is essential for the effective implementation of a response to intervention (RTI) process.
