The two critical issues are recruiting of women and minorities to policing and increasing the number of women and minorities in leadership positions. Even with increased numbers of minorities working in law enforcement, women are still underrepresented. Existing problems can be addressed by involving underrepresented groups in departmental affirmative action and long-term planning programs, encouraging an open promotion system, and conducting periodic audits to ensure that female officers are not being underutilized.
