Describe needle exchange programs (NEP) and their purpose.

What will be an ideal response?

NEPs provide free or low-cost distribution of new, unused needles to intravenous drug users. Individuals are taught safe injection practices (e.g., small “test doses”, use of filters in syringes), the importance of not using while alone, and staggering injection times. The purpose is to prevent the transmission of diseases like hepatitis and HIV, and reduce infections.
