Explain why home care fraud has increased. What forms does it take and why is this crime difficult to investigate? Provide examples to support your response.
What will be an ideal response?
The trend toward outpatient treatment, shorter hospital stays, and new technology has led to the growth of the home care industry. Fraud has increased because of the large number of disabled and low-income people who want to spend their final years at home because it is an alternative to costly hospital and nursing home care. It is hard to investigate because of the massive services that are provided in thousands of private residences.
