• The state-use system is where prison industries produce inmate clothing, office furniture, and other products that can be sold to government agencies. In 1934, Congress established Federal Prison Industries (FPI) as a wholly owned government corporation to produce prison goods for sale to the federal government. FPI is currently the largest prison industry program and is a major producer of goods for government agencies (primarily the military) with sales of almost $500 million a year.
