As an enterprise initially achieves more success it will begin to decentralize its control over its foreign operations. The local offices will be given more control and allowed to localize their good or service as best suits the market. As further success is grown and the enterprise continues to expand into new markets, the home headquarters will need to exert a bit more control in order to maintain standards of quality and performance consistency throughout markets. This more centralized control is also needed to handle administrative functions such as accounting and finance, as well as developing firm wide strategy going forward.
