Actually, the best description would be both. Some aspects of the water cycle, such as evaporation
and precipitation are quick and move large volumes of water. On the other hand, other elements like
aquifers are slow to create. Thus, while it is difficult to ‘overuse’ rain, drawing too much too quickly
from an aquifer could be hazardous.
