The rules of soccer are easily expressed and allow the game to be played with minimal interruption. The referee has sole responsibility for controlling play among the players, and assistant referees follow play from the sidelines and help in situations where the referee may not be well-positioned. This is reflective of the adjudication process used in much of Europe, in that the inquisitorial system has rather clearly expressed rules of procedure that are relatively few in number and the process is overseen by a primary official with lay assistants.
The rules of football are made complex by their exceptions (e.g., some players can move, other can’t) and those rules are enforced by many officials—each of whom can stop play when they believe a rule has been violated. This is reflective of the adjudication process used in America, in that the adversarial system has many complex rules that allow several courtroom officials (e.g., judge, defense counsel, prosecutor) to stop play and get a decision on whether a rule violation has occurred.
