Dysregulation of the mesolimbic pathway might explain this. Watching TV might have immediate, salient reinforcements (such as jokes or action sequences); in contrast, writing an essay has delayed and less salient reinforcement. To increase these desired behaviors, perhaps increasing the reinforcement (both in terms of immediacy and frequency) would help.
