• Merit system – Under the merit system, applicants who meet the minimum qualifications for the position are required to pass a competitive written examination. Persons who score at or above the minimum passing grade are placed on a ranked list; from this list, candidates are selected, generally in the order of their rank. The merit system was developed to remove public employment from political patronage. Critics argue, however, that a written examination cannot determine who will be a good P/P officer. In some systems, such as Connecticut, applicants are graded on the basis of their education and employment background.
• Appointment system – Under the appointment system, applicants who meet minimum requirements are hired on the basis of an evaluation by the agency. Applicants do not take a written examination, although agency representatives usually interview them. This system provides agency officials with the greatest amount of flexibility; it also has a history of being used for political purposes.
• Combined system – The combined system involves elements of both the merit and appointment systems. Applicants are first screened through a qualifying examination. Those who receive a passing grade are placed on a list from which candidates are selected, usually after an interview with agency representatives.
