Regulators and adaptors are both used to communicate, and fall under the heading of kinesics.
Regulators maintain, monitor, and control the speaking of another person. Examples include
head nods and eye contact which can help maintain a communication interaction. Adaptors
are designed to satisfy a need, such as scratching an itch or moving bangs out of one's face.
Adaptors are often used to get rid of nervous energy.
