Assessment is where officers evaluate the effectiveness of their responses and use the results to revise their responses, collect more data, or even redefine the problem. Assessments and evaluations are thus different from, but complementary to, one another. Assessments–which can also be termed outcome evaluations–ask the following kinds of baseline questions: Did the response occur as planned, and did all the response components work? Did the response result in fewer calls for service to the area? More arrests? An evaluation asks: if the problem declined, did the response cause the decline?
