There is much variation between police agencies. Organizational theory and behavior are used to help describe and explain police departments, among other organizations, and part of this analysis must be to understand that there is heterogeneity from one agency to the next. A few examples illustrating this are the differences between large and small, urban and rural, and public and private agencies. There are also differences in the types of communities that these departments serve. All of these variables can have an effect on the number of officers that an organization employs and the amount of training that an officer receives, to name a few examples.
