The three major levels of law enforcement in the U.S. are the federal, state, and local levels. Legislative and jurisdictional limitations on the investigatory responsibilities of particular agencies, and the technical investigatory specialization of other agencies, serve to explain the existence of the widely varying types of law enforcement agencies.

American law enforcement professionals function in one of the most complex organizations in the world. The complexity of this can lead to problems such as jurisdictional disputes, competition for limited funding, political maneuvering and manipulation, stifling personal and organizational ego contests, impenetrable bureaucracy, administrative inertia, and duplicated effort resulting in extraordinary inefficiency.
