Possible answer: Learning goals challenge children to identify skills and concepts they need, to think about strategies that will help them move toward more competent performance, and to include self-pacing and self-appraisal mechanisms along the way. Performance goals and drill put the onus squarely on the child to demonstrate mastery of pre-established criterion at a particular point in time. Learning goals may be more effective with second-language learners because internal motivation may be higher, the pace may be more comfortable, and the capability for sustained focus may be greater.
