One of the ways in which alcohol has a stimulant effect is because it shuts down parts of the cortex that typically inhibit behavior. At low doses, alcohol increases the release of dopamine, which also has a stimulatory effect. Sometime after drinking stops, blood alcohol levels drop as the alcohol is metabolized, and there are stimulatory effects then.
