The decades following the passage of the Act brought social and political changes that chipped away at it.Federal funding for social programs was scaled back due to the Vietnam War, tax revolts and antigovernment ideologies, the recession of the early 1980s, and the conservative movement of the Reagan era. In addition, states deinstitutionalized tens of thousands of mentally ill women and men and transferred them to communities that had no way to support their care. The Community Mental Health Centers were overwhelmed by demands they could not meet.
