• In the criminal justice system, practitioners have a great deal of autonomy and a great deal of power. A major problem for criminal justice executives is to ensure that that the practitioners in their agencies work within the scope of their legitimate authority.
• As a result, most criminal justice agency executives put forth a concerted effort to ensure that members are socialized in accordance with the dominant values of the organization. One problem that arises is that one peer group values will differ from official values.
• The consistency of these attitudes and behaviors in all individual employees provides stability for the organization. In search of stability, criminal justice organizations have designed elaborate processes to affect the attitudes and behaviors of their members.
• From image-building programs to apprenticeship and academy training, criminal justice workers are molded by their organizations. Each step transmits not only technical knowledge but also the ethos of the organization. The product, however, is not an organizational automaton.
