Our criminal justice system has invested billions of dollars in policies and initiatives that were not needed and/or did not work. In times of fiscal exigency and accountability, there is a need for evidence-based initiatives that will bring bang for the buck. Unfortunately, despite the widespread use and popularity of the COPPS strategy, almost no empirical research exists concerning whether or not those initiatives are cost-efficient and successfully reduce public fear and incidence of crime and disorder. This is a long-standing criticism COPPS – its lack of rigorous examination and evaluation. So we need to know "what works," both for strategies dealing with existing crime and neighborhood disorder as well as with crime prevention. Indeed, Congress mandates evaluations of state and local crime prevention programs that are funded by the U.S. Department of Justice.
