Explain the three principles that Robert Gates argues should guide the combined approach to foreign policy and anti-terrorism security. Would you agree with Gates? Explain your view

What will be an ideal response?

• First, it must be agile and flexible.
• Threats from failed states do not match institutional planning goals or the congressional budget cycle.
• Gates says the United States needs to be able to respond immediately to emerging threats outside of bureaucratic norms.
• Second, Congress and the executive branch of government need to develop effective oversight mechanisms.
• Gates believes this would be enhanced by including the judiciary.
• This would have two effects, it would help to keep policy focused and it would limit opportunities to abuse power.
• Third, it requires consistent long-term behavior in American foreign policy.
• Gates concludes that convincing other countries and leaders to become partners with the United States depends on proving that the US will be reliable and consistent over a long period of time.
