Because there is a great deal of diversity among the offender population, it is
important that criminal justice personnel be well versed on various issues related to
race, gender, and other forms of diversity. Among the offender population, minorities
are proportionally overrepresented, and this includes both probation and parole.
Consider that in 2006, the Bureau of Justice Statistics announced that roughly 29% of
all probationers were African American (compared with a national average of 12.3%
African Americans in the general population) and 13% were Latino American (compared
with a national average of 12.5%). Although the amount of Latinos who are on probation
may not seem out of proportion, this should be compared with the fact that only 55% of
the population on probation are Caucasian American, even though the Caucasian American community constitutes 75.1% of the entire United States population. Thus, an
overrepresentation of minorities exists among probationers, with the main area of
disparity lying with the African American population, accompanied by a full
representation of Latino American offenders and an underrepresentation of Caucasian
American offenders, based on their presence in the general population.
