1. By the unwritten rule of seniority, the chair of any committee is typically the majority party member who has served longest (consecutively) on the committee. Additionally, party leaders must "OK" a given appointment.
2. The majority party effectively controls chairmanship of committees. This is important as it provides the majority party with agenda control.
3. Chairmen hire majority party committee staff, schedule committee meetings and agenda, have a say in the appointment of new members to their committees, and usually can kill legislation they oppose.
