The 360-degree review process is conceived largely as a leader development process. It is desirable for leaders to receive and learn from feedback from a variety of hierarchical and lateral sources, including bosses, subordinates, peers, and customers. An emphasis is placed on upward feedback. It can also include self-perceptions or self-evaluations. Everything is collected and put into a report, which is delivered to the recipient. The intent is for the receiver of the report to accept it and use it to improve his/her performance.

People tend to judge other people or situations, including leaders. They evaluate the actions of followers and then make judgements or attributions about their motives, without any facts. These judgements and attributions are often not true. Attributions can be external, in which the cause of the behavior is placed on circumstances. They can also be internal, or based on the followers motives or personality. These are usually negative, and as a result, followers can be defensive and resistant to feedback that is based on these Judgments and attributions.
