Efficiency and goal achievement: Economists have always argued that efficiency is a premier standard for judging action. In addition, people expect programs to be responsive. The problem, of course, is that strategies that emphasize efficiency often sacrifice responsiveness. Efficiency and accountability are trade-offs: more of one usually means less of the other.
