Bart most likely deals with more dangerous offenders than Lionel does, so Bart will have to meet with his clients more often and place them under tighter scrutiny than Lionel's clients. Bart's clients are considered more dangerous because they have actually served time in prison and are seen as a greater threat to harm other citizens.
