Being landlocked makes transportation costs very high. It also makes countries dependent on their neighbors. Africa has the most landlocked countries in the world and they have not been able to develop to the point of being able to afford the necessary infrastructure to improve and reduce transportation costs. Countries that have no navigable rivers or coastlines are landlocked countries.
