According to this perspective, individual and collective actors seek and exchange resources and the choices made in pursuit of those resources. The basic idea is to maximize benefits and minimize costs. Peter Blau also proposed that humans operate with a drive of reciprocity, in that we give resources equal to those we receive whenever possible; however, imbalance occurs in some exchanges, leading to differentials in power.
