Information technology may offer a way for South Asia to achieve economic and social development. However, growth and development will, certainly in the short term, be unevenly distributed—both in terms of geography and of groups affected. To compensate for the unevenness of growth, it is imperative that governments develop adequate infrastructure—roads, railways, and so forth—so that all areas may benefit.
