A green tax is a tax on activities and products that cause undesirable environmental effects. These costs are usually passed on to the consumer, and do not have the desired effect on the targeted industry. Marketable emission permits are issued to polluters, allowing holders to emit a fraction of the industry?set limit. If the holder releases less pollution than its permit total, then it can sell its remaining units to other polluters. The emission permits are a more effective way of controlling pollution because they give industries a direct financial incentive to reduce pollution per unit of a product made or item sold.
