A wealthy donor who opposed the reform put up a huge amount of funding to pay for television and radio advertisements. In contrast, the three-strikes reforms had almost no advertising budget and thus had to rely on "earned media." Also, victims' advocates, the prison guards union, and prosecutors launched a deceptive publicity campaign claiming that fixing three strikes would lead to the release of extremely violent prisoners. They cited cases of prisoners on death row or serving life terms without the possibility of parole even though these prisoners would never get out of prison no matter how the three-strikes law was amended. In addition, prominent sheriffs, police chiefs, and prosecutors joined the opposition to sentencing reform. Governor Schwarzenegger appeared on a number of TV spots opposing the reforms and he rallied all the living California governors to oppose the ballot measure. Within two short weeks, public opposition grew and the reform measure was soundly defeated. The advocates of progressive reform were outmanned and outgunned.
