• Norm-referenced tests compare a student's performance with that of a sample or norm group.  
• Provide a general picture of comparative achievement but are not as useful as criterion tests for planning instruction.

• Have limitations: May not reflect what is taught. 
• Criterion-referenced tests compare students' performance with a criterion or standard and are better for planning instruction.
• Might lack validity or reliability.
• Criterion for successful performance might not be based on research.
