A number of states are moving back towards the original principles of the juvenile court, due in part to shrinking budgets as well as to a lack of faith in the ability of residential placement to reform juveniles. Additionally, recent research showing clear differences between adolescents and adults supports the need to ensure boundaries between the adult and juvenile justice systems. Due to significant differences in developing adolescent brains, adolescents have less capacity for self-regulation in emotionally charged contexts, have heightened sensitivity to proximal external influences, and show less ability to make judgments and decisions requiring future orientation.
