The Oregon plan, which allowed the people of Oregon to expand the benefits of medical services to a larger portion of their population by limiting some services, seems an appropriate utilitarian approach. The methods of determining which services would be kept and which would be omitted seemed very democratic and well done. In the end, the Oregon plan would lead to two-tiered medicine in which the poor would receive less care than the well endowed. Is this an acceptable criterion for the distribution of health care? Consider the fair opportunity rule. There are those who would argue that everyone should get everything. Also if you lived on the border with California, why would a trip across the street make the difference in the availability of health care?
