Define the concept of stare decisis

An ideal response will:
1, Explain that judges deciding a case must carefully weigh the decisions of their predecessors in similar cases and come to the same decision if the basic elements of the case before them are the same.
2, Acknowledge that stare decisis is not a hard and fast rule; different judges appear more or less willing to overturn established precedent.
