The United States has gone through a significant history of discrimination based on race, starting with slavery, and continues to have issues regarding discrimination based on race and ethnicity. Immigration and 9/11 have made such issues significant concerns for law enforcement, which must act effectively without impacting the rights of innocent people who happen to fall into the same group as guilty parties. Another issue is racial profiling, which can result in a disproportionate number of people being arrested or detained based solely upon race. The student should consider these issues and balance the need for security with the impact on the individual rights of innocent members of these groups.
