The juvenile justice system in particular has come to rely on private contractors to provide low-security custodial facilities. What impact has this had on juvenile justice?
What will be an ideal response?
Answers will vary but should stress that private custodial placements are more efficient versions of state-run programs and that they provide an intermediate level of sanctioning. These programs have diverted some juveniles and provided services to others who would otherwise have been placed in secure public institutions, and also target groups that would not have been placed in custody at all.
