The purpose of these laws prohibiting certain preparatory crimes is to prevent a defendant from committing the substantive crime that is the objective of the inchoate act. Society has determined that certain acts should be punished so that specific injuries caused by substantive crimes can be avoided. Statutes therefore define certain preparatory conduct as criminal and punish this conduct before the commission of the substantive offense.
