Each crisis communications plan should have two sets of statement templates. The first is a very basic fill-in-the-blank template often called "the first critical statement." Your plan should dictate that even if all of the facts are not known about a crisis, the most basic facts should be communicated within one hour of the onset of a crisis. The second statement will be a more detailed scenario statement. This more detailed statement will likely be issued during the second hour of the crisis. The scenario statement maps out the "who, what, where, why, and how" of specific potential crises.
