The goal of crime prevention is to prevent people from being victims of crime and to protect property. The concept of crime prevention holds that measures can be taken where people can prevent becoming victims. A crime prevention program has several distinct characteristics. These characteristics include 1) The program must be in place before the crime has been committed; 2) The program will focus on direct controls over behavior; 3) The program will focus on the environment where crimes are committed; 4) The program will have an interdisciplinary effort based on human behavior; and 5) The program will be less costly and more effective than punishment or treatment.
