Since 2002, the federal government has had fifteen cabinet departments. They range greatly in size, from the Department of Defense, which accounts for a third of all federal civilian employees, to the Department of Education, whose 4,500 employees would make it a small agency within many of the larger cabinet departments. The departments account for 80 percent of all federal spending. By contrast, the large number of independent agencies account for only about one-fifth of spending. The Social Security Administration, which was taken out of the Department of Health and Human Services in 1995, accounts for most of that spending and number of employees.
