Explain how efforts to control "quality of life" offenses highlight the tension between order and liberty in constitutional democracies

Constitutional democracy can't survive without order and liberty, but there's a natural tension between them because they're fundamental values in conflict. The U.S. Supreme Court has recognized the need to balance order and liberty by holding repeatedly that "ordered liberty" is a fundamental requirement of our constitutional system. One example of the tension can be seen in the need to control aggressive panhandling. Order demands that people not be accosted by others asking them for money but liberty demands that people have the freedom to ask others for money. Efforts to control this type of offense must balance the right to have order with the liberty to ask for money.
