The currently used federal poverty level is established by the federal government. It is an income threshold based on the costs of essential items, mainly of food. People whose incomes fall below the FPL are said to be living in poverty. The FPL is adjusted for family size. Another measure is the Gini coefficient, a measure of the gap in income between the wealthiest and poorest members of a country. It shows income inequality. A new method to measure poverty has been proposed that more accurately reflects the costs of basic needs such as food, transportation, housing, and heath care. Use of this new measure may increase the number of people identified as in poverty and eligible for welfare benefits.
