The Apgar scale is a relatively quick way of assessing the overall health of the neonate. It is done 5 minutes after birth and then again at 30 minutes after birth. Babies are assessed on Appearance, Pulse, Grimace (reflex irritability), Activity (muscle tone), and Respiration, with a perfect score being 10 (2 on each dimension). The above quote is a misinterpretation of the meaning of the score on this scale. A child with an Apgar above 7 is in good health, but that in no way ensures that the child is above average or even free of cognitive disabilities.
