Curriculum refers to the content of instruction. Instruction refers to how that content is presented to the students. It is problematic to equate the two terms because frequently learners are removed from general education settings under the assumption that the content (curriculum) is inappropriate, when in actuality, it is likely that it is the teaching methods (instruction) that need to be modified. In treating the instructional mismatch by changing the curriculum, we may be depriving learners of the opportunity to learn concepts and skills that they are actually capable of learning in a supportive instructional setting.
