This is related to misunderstandings and misinformation internally and then dealing with the same problems in communicating with other police agencies. The four major obstacles to clear communication discussed in the chapter are inference, assumption, bypassing and overgeneralization. You can wait a bit so the receiver digests the message and ask the receiver what the message said. The sender would hear or read the receiver's interpretation of the message and analyze the answer using the four principles of how people miscommunication.
Another way to demonstrate this problem is write down a simple message like "Professor Thibault is tired today and is really bald." Let a student read it and then pass the message on through the whole class and have the last state out loud what message he or she received. You can then ask different students what message they received to see how the distortion took place.
Situations as these take place in both internal communication and external communication between police agencies.
