Adults are less likely to experience tolerance because they are typically new to substance use. Adolescents are also more likely to spend a great deal of time in procuring the substance because some substances are illegal for youths to obtain (such as cigarettes and alcohol) that are legal for adults to obtain; for youths to obtain these substances, therefore, requires significantly more effort, planning, ingenuity, and some measure of additional risk. Youths are more likely to report use of substances in hazardous situations, probably because they have a higher base rate of impulsive, dangerous behaviors in general.
