There needs to be consideration for the superior-subordinate relationships involved, but it may be more crucial here that a system can support the project structure in allowing many users (project team leaders and members, unit managers, and top management) to access and use the system. The central point here is that each user will have different reasons for using the system and access privileges (updating project status, querying client or budget information, checking progress toward project completion, etc.). The superior/subordinate issue will most likely crop up in granting access rights (who gets to see/change what information).
